In 1999, Non-Profit Management Consultants (NPMC) began as a company consulting to non-profit organizations specializing in the areas of operations and animal shelter management. Over the years, NPMC has flourished and grown into a full service consulting service. NPMC now offers assistance in the startup of non-profit organizations, board of director development, interim management assistance, strategic planning and goal setting, fundraising/revenue generation, staff development, policy and procedure development, the restoration and advancement of relationships with other animal welfare organizations, the negotiation of service contracts with municipalities and the repair and promotion of an organization's public image.

By 2005, NPMC found itself not only consulting to non-profit organizations in these areas, but to numerous municipalities as well. One area of notice during this time was while they both suffered from many of the same issues, the approach to solving their deficiencies required very different solutions.

Because of these differences, it was then the decision was made to form two separate consulting companies. One which focused only on non-profit organizations and one which focused solely on animal shelter/service management for municipalities. Hence the beginning of Animal Management Solutions (AMS). Since that time, AMS has expanded in to several additional areas as well. AMS has assisted municipalities with development of successful service and licensing programs as well as agreements with non-profit organizations and other animal welfare organizations.

In 2010, in addition to consulting, AMS began offering a new program to municipalities, the privatization with a for-profit comapny for a full service animal control sheltering, enforcement and licensing program.

Typically, the essential function of animal control for a municipality is administered in one of two ways. One scenario is the municipality manages the enforcement, licensing, housing and disposition of the animals themselves. This is usually very costly and frequently inefficient.

The typical alternative is when a municipality contracts these essential state mandated services with a non-profit animal welfare organization. In a number of cases around the country the privatization of animal control services by a non-profit organization have proven to be somewhat successful.  Generally, a non-profit organization’s mission, while noble, is usually philosophically driven and not service or business based.

The frequent outcome of animal control service relationships for municipalities with non-profits is usually less than desirable. Unfortunately for many municipalities, the non-profit organization focuses on other humane areas of their mission and their municipal animal control contracts are a means to support their costly animal welfare programs. In addition, the municipality does not usually receive the all services they desire and are held hostage by the non-profit, knowing the municipality does not have the ability or the desire to perform these essential services themselves. Unfortunately, the lack of choices faced by municipalities in this area leads to severely compromised negotiations for these services.

AMS feels the need for additional sensible options for municipalities regarding animal control services. AMS has one focus and one client– quality animal control services at a reasonable fee and the municipality we serve.

AMS is seeking partnerships in where both the municipality and AMS will be successful. A one sided partnership will serve neither entity well in the long term. This new program of AMS is dedicated to providing complete and quality animal control services to municipalities. We recognize the situation non-profit animal welfare organizations have put many municipalities in around the country, and AMS wants to provide a sensible and effective alternative when providing quality animal sheltering and field services to municipalities.

AMS is dedicated to providing animal control services to municipalities which they want and need, not the services dictated to them by the board of directors of a non-profit animal welfare organization.

The philosophy of AMS is to reduce the duplication of animal control efforts in the community, to take advantage of economies of scale and to provide quality animal welfare services to municipalities at an affordable price.
